Phillip B Chute is an Enrolled Agent, tested, licensed and appointed by the IRS directly. He has prepared or supervised over 25,000 tax returns over 30 years. These are individual, business, fiduciary, estate, corporate, partnership, and many kinds of business entities. He has also represented clients in hundreds of audits including payroll and sales, tax, secured and unsecured property taxes, workman's compensation, Labor Board, IRS and FTB office and field individual taxes, corporate taxes, and estate taxes.

  • Tested and licensed directly by the IRS, they sometimes send me clients who are being audited. One new client complained about a $10,000 fee her CPA tax preparer charged her to review her audited tax return. I concluded the return and she reported the CPA to the IRS in violation of Tax Preparer regulations and guidelines (circular 230) and the billing vanished.

  • Published American Independent Business in 1985. This was a comprehensive 500 page business entrepreneurial guide which was used extensively as a college text and library reference.
  • Weekly bulletin editor for Upland Foothill Kiwanis Club and won the Cal-Ne-Ha Clyde L. Hurley Blue Bulletin award for Second Place in 1987, First Place in 1988 and 1989, and the Kiwanis International Award for Second Place [Honorable Mention] in 1989.
  • California Baptist College Major Support Award for contributions towards computer lab. Also, as a textbook author for their business classes.
  • Published Rock & Roll Murders in 2006. This fictional story is based on the Kola Radio station murders by Frederick Cote in 1990. The story contains actual trial testimony of Rod Pacheco as prosecutor vs Johnson of F. Lee Baily [O.J.Simpson trial] fame.

Enrolled Agents, like Attorneys and Certified Public Accountants, have unlimited practice rights and may 'stand in the place of any taxpayer negotiating a collection issue or responding to a tax return audit'."

CPA or EA, Which is Best

Many wonder what the differences are between a CPA (Certified Public Accountant) and an EA (Enrolled Agent).
